First guess would be pet allergy but you won’t know till you move them outside and completely clean the house - or try isolating one room to see if this is the problem. deep clean the baby room and keep him in there all day - once he is away from the allergen the congestion should clear up in about 24 hours.

I think you answered your own question, he is eating, happy, no sneezing, no fever, Besides the annoying drainage. I don’t think you want him to be doped up on antihistamines. If he does have allergies its better to be continued to be exposed to the cats and dogs until he is a year old. He may grow out of it. I know it seems annoying to you, but if it really was to him he wouldn’t be acting so well.

First clean his room .And I do mean clean it. all drapes washed blinds floor covering if carpet have it removed from the room. all stuffed toys need to be removed..
Now go purchase a good quality HEPA filter ,turn it on 24/7. keep him in the room as mush as possible. If the baby has allergy’s his condition will dramatically improve in three or four days.
Also check for mold in the house You may need to consider moving if it is present.
Other things parents often fail to recognize
Do you wear make up , use perfume ,heavy scents in soaps or dryer sheets and does someone smoke.
I f so remove these items from his presence.
After child improves reintroduce the items back into his life one at a time. you will be able to tell by his reaction what is brothering him.
We had to do this for our son he went from a very sickly child to a picture of health in a matter of weeks. as we reintroduced his surroundings back in to his life we watched him closely and what ever we found that bothered him we removed permanently from our home.
For us it meant all carpets ,pets and making sure we kept his room spotless and a Hepa filter running. We did this for 18 years. with great success

A month of congestion indicates that it is more likely an allergy than viral or cold related. The answer given by ratracer is your best bet. According to recent literature on the Allergy and Asthma Disease Management Center (AADMC) Web site, allergists have found that only a small minority of patients who have nasal obstruction but not repetitive sneezing, runny nose and relevant itching turn out to have clear-cut evidence of an allergy for their nasal symptoms.

Although your baby has been healthy, be observant of possible complications such as ear infections and chest complications. Our daughter had similar problems 25 years ago. A “cold” got worse and developed into pneumonia, which became a severe case of asthma by the time she was 18 months old. Although some doctors wouldn’t test for allergies at such a young age, we were able to convince her pediatrician to work with an allergist/asthma specialist, because of a family history of severe allergies. She had a severe allergy to dust mites and mold. The most important thing we learned to do was stay on top of her symptoms to have her checked before she could get very ill. Since the allergens could be from a multitude of sources, I wouldn’t recommend you worry about your pets until you can have your child tested. At your child’s age, you can minimize contact with the pets, keep the bedroom where he sleeps clean, check for mold in the car if you have had any air conditioner condensation develop, and make sure that he doesn’t develop any respiratory infections. He still might grow out of it, but if not, our daughter started allergy injections at 19 months. Remember, though, that was after having severe asthma symptoms that needed to be prevented.

If the congestion gets to be too much of a problem, there are newer solutions to treating that, which are much safer and more effective now than 25 years ago. Another thing to do is make sure your child has a well balanced diet with little or no preservatives added as long as possible. Food allergies can also cause congestion, but properly balanced nutrition minimizes the negative effects on the immune system.

    Good luck!
